Introduction
For 30 years, a 4-mill property tax quietly powered public health in Tangipahoa Parish. The roughly $3.4 million it generates each year funds the parish health units in Hammond and Amite, where residents receive health screenings, vaccinations, and health services for infants and children. It also supports parish-wide sanitary inspections of restaurants, daycares, nursing homes, and schools, sewer system inspections, private water system testing, rabies control, and TRACC (Tangipahoa Reshaping Attitudes for Community Change), a program dedicated to lasting change in the fight against substance abuse.
In November 2025, the renewal appeared on the ballot and did not pass. Parish leadership moved quickly to bring the measure back to voters, setting a new election date of June 27, 2026.
About The Opportunity
Tangipahoa Parish Government and Parish President Robby Miller brought Anntoine on board to support the June 27 renewal effort. The contract was signed on May 27, exactly one month before Election Day. With asset creation front-loaded into the first two weeks, active promotion began on June 11, the day before early voting opened. That left a 16-day window to reach voters across the parish.
Our team built the campaign on two parallel tracks. The first was a public education campaign on Tangipahoa Parish Government's official channels, focused on showcasing the everyday services the Health Unit provides: the water testing, the cafeteria inspections, the WIC appointments, the rabies control that residents rely on every day. The second was an independent Vote Yes campaign run through the Robby Miller Campaign Fund, delivering the direct ask of "Vote Yes." One message anchored both tracks: this is a renewal, not a new tax, and every single Tangipahoa Parish family already depends on what it funds.
About Our Approach
Health Unit Renewal Branding: We built a bold, unified visual identity around a custom icon set representing the services at stake, from water taps to rabies tags, so every touchpoint reinforced what a YES vote protected. The look carried across social, print, billboards, and yard signs for instant recognition parish-wide.
Two-Track Messaging: The educational track translated the Health Unit's workload into shareable facts: 140,000+ residents served, 3,400+ WIC families monthly, hundreds of restaurant inspections, and 34+ schools inspected each year. The Vote Yes track turned those facts into urgency with a clear call to action and election dates on every asset.

Community Video Storytelling: We produced four testimonial videos featuring trusted local voices: Carmen Brabham of Ready Start Tangi, Ryan Barker of Chappapeela Sports Park, Councilman Louis "Nick" Joseph, and Parish President Robby Miller. Authentic, familiar faces carried the message further than any graphic could, generating 110,163 organic video views.
Digital Ad Management: Twelve Meta ad campaigns exclusively for the Tangipahoa Parish Government's page delivered 185,277 impressions at an average cost per click of just $0.18, a 91% improvement in efficiency year over year.
Print and Outdoor: We designed and distributed 2,500 informational flyers and 500 yard signs across the parish and produced 14 unique creative assets for a digital billboard campaign that ran from June 11 through Election Day.

Public Relations and Community Outreach: Two press releases drove early voting awareness and tax education, with coverage published by Action 17 News. The Tangipahoa Chamber of Commerce distributed the message to its business network, the WIC Program at Our Daily Bread placed flyers directly in the hands of the families it serves, and the Hammond Downtown Development District shared flyers at the local Farmers Market.
The Results
On June 27, 2026, Tangipahoa Parish voters approved the Health Unit millage renewal by a 58-42 margin, 7,509 votes to 5,528, securing ten more years of public health funding for the parish, from 2027 through 2036.
